The BAT or CEE sheet, a framework for energy-related work

CEE, or Certificats d'Économie d'Énergie, are grants distributed to professionals carrying out energy-saving operations. In France, CEEs are distributed on the basis of a list of standardized operations defined by precise standards. These are set out in BAT sheets written by ADEME, among others. One example is BAT-EN-112, which sets out the sector of application and the conditions to be met in order to qualify for financial assistance for the installation of cool roof cladding.

What are standardized energy-saving operations?

Standardized energy-saving operations are actions carried out by energy professionals with this aim in mind. Broadly speaking, they can cover lighting, heating, hot water, refrigeration and insulation. These operations fall into six main categories:

  • Agriculture ;
  • Residential ;
  • Commercial ;
  • Industry ;
  • Network ;
  • Transportation.

Each of these major families has a number of BAT sheets. Completion of a standardized energy-saving operation gives entitlement to a CEE energy bonus.

How are standardized operation sheets drawn up?

To ensure that the BAT sheets correspond as closely as possible to the expectations of professionals in the sector, they follow a very precise creation procedure.

To begin with, the ATEE (Association Technique Énergie et Environnement) organizes working groups for each of the major families of operations. Professionals from each field are then invited to identify the operations to be standardized and determine the precise eligibility criteria. With the help of ADEME, a BAT sheet is then drawn up, setting out all the details. To this end, a form holder is appointed.

The form is then submitted to ADEME's CEE coordinator and the national CEE cluster for review. The draft CEE form is then studied by a committee made up of members of ADEME, ATEE, the form holders and representatives of the Direction Générale de l'Énergie et du Climat (DGEC).

The final opinion will then be issued. If positive, the new BAT sheet will be registered in the Journal Officiel.

What is BAT-EN-112?

In the field of reflective roofing, there's one BAT sheet that can't be avoided: BAT-EN-112. It governs all processes used to install a cool roof on a commercial building.

To go into greater detail, it defines the area of application as being limited to this type of building. It also specifies the conditions under which the work is to be carried out, as well as its minimum lifespan, which is set at 20 years.

To benefit from this CEE tertiary sheet, you'll need to have your cool roof professionally installed on a roof with no reflective coating.
